Unable to get Non-static site download for vercel

For the CLI tool to work, It needs a Share URL,
For the Share URL to work I need to publish the site
And to publish the site I need pro because I'm using CMS tools.
Is there any other way to get a non-static vercel export that does not require pro?
Or am I doing something wrong.
