Can I only share access for content, but also disable clone / copy?

The community member wants to ask their new content editor a question, but they don't want the editor to copy or clone the file. The comments indicate that cloning is possible, but it's not possible at the moment. One community member mentions that this issue has already been raised in a GitHub issue, which is referenced.
